Which is all well and good, and the instructions in the documentation are not misleading or anything like that, but the PPSSPP team commits/PR's to this branch almost daily (as a dev myself, again, I support that). So it turns out that the assets folder I downloaded was coming from the master branch of the PPSSPP github. This is the literal first thing that shows up as soon as you boot the game for the first time. It was showing up in complete and total garbage, like this. The game I'm loading does run, but I was struggling quite a bit with getting the "system text" showing up correctly. So I set up PPSSPP for the first time last night, followed the instructions to get the BIOS assets into the RetroArch system folder.
TL DR - doc instructions are fine and the BIOS does run the game, but you need to use the assets folder from either the standalone installer, or from the source code of the v1.9.0 release, as opposed to master branch, to get the text to show up right. I felt it appropriate to make this thread and call it a "PSA" in case someone else was setting up for the first time and ran into this issue too.
